Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The succession of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are conducted: optimistic declarations are released from multiple capitals. Significant resources is devoted on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "peace".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from across the border, a capability afforded by up-to-date information. From witness perspectives, defense planes that had been dispatched to engage hostile cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems engaged: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably provided by Western nations. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into sober acceptance: maybe the hostile projectile won't cause damage this time, preventing destruction from ruin and further power outages.
Persistent Threats
Following this, a heavy machine gun opened up on a drone in the vicinity, part of a rapid response unit – probably Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: several casualties, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's essential dependence on Western support – a need that regional partners are demonstrably unable to substitute in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new proposal from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This pattern will, certainly, endure.
Political Considerations
It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is impossible to compel Moscow to abandon the land that it already controls in Ukraine's south or east.
The issue is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not change more in its benefit in the coming year.
Opposing Positions
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a entire defensive failure until circumstances change in its benefit.
Present Conditions
Factually, there are no real preconditions for a truce. Now, personal considerations are coming into play: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not shift toward homefront challenges. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are driving the talks.
Summary and Prospects
It took a only one week to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
